Parking Regulations

All students are permitted to have motor vehicles on campus; however, all cars must be registered with the office of Public Safety.

Parking is on a first-served basis, with exception of posted restricted areas.

GENERAL

1. Any vehicle driven or parked on University property is done so at the risk of the owner and/or operator. The University is not responsible for damage to or loss of any vehicle or its contents.

2. Any vehicle parked on campus must be registered and bear a valid Pitt-Johnstown parking permit (hanging tag).

3. Reserved spaces, such as President, Vice President for Academic Affairs and Public Safety are reserved for their use only, seven-days per week, 24 hours a day.

4. Pedestrians have the right-of-way at all times.

5. Except where more restrictive rules are published or posted by Pitt-Johnstown, all provisions of the vehicle of the Commonwealth of Pennsylvania are applicable and enforced on campus property by the Pitt-Johnstown Public Safety Department and the Richland Township Police.

6. All regulations are in effect August through August of the following year.

REGISTRATION

1. Parking permits may be purchased in the Campus Police Office, Physical Plant Building.

2. First vehicle registered is assessed a fee of $85.00. Proof of ownership is required for each vehicle registered. Temporary parking permits are available for a seven (7) day period, once per term, for a fee.

3. Parking permits (hang tag) must be displayed on the rear view mirror with the number color code facing the windshield. This must be removed when vehicle is in motion.

4. Permits are issued for specific parking areas and are valid only in these areas.

5. All vehicle registration fees are based on credit hours.

Full-time - 12 or more credits - $85.00
Part-time - 11 credits or less - $42.50 ( a copy of class schedule is required for part-time students vehicle registration).

ENFORCEMENT

1. Vehicles parked or operated in violation of rules will be ticketed (fined), towed, or both as follows:

a. Failure to register vehicle$85.00
b. Failure to display permit $10.00
c. Parking in reserved spaces (Faculty & Staff Only etc)$15.00
d. Operating a motor vehicle on pedestrian walkways$25.00
e. Hindering snow removal$10.00
f. Failure to display parking permit$10.00
g. Parking in fire lane$10.00
h. Parking within designated painted lines$10.00
i. Parking in visitor's parking lot$15.00
j. Blocking Traffic$15.00
k. On Grass$15.00
l. HandiCapped$50.00

2. Fines paid within five (5) days of receipt of tickets are assessed at the rate stated above; fines NOT paid within five (5) days will be sent to the issueing authority. Failure to pay fines will result in the holding of transcripts or grades or prosecution through the PA Motor Vehicle Code.

3. Appeals regarding violations must be made within five (5) days or the right to appeal is automatically waived. Appeals may be made only after a fine has been paid. Appeals must be made by completeing the appropriate form in the Office of the Vice President for Student Affairs. Appeals will be considered by the Parking and Traffic Appeals Board.

4. Certain parking spaces on campus are reserved for handicapped parking. Only vehicles bearing the appropriate registration plates will be permitted to use these spaces. Unauthorized vehicles parked in these spaces will be cited or towed at owner's expense.

5. Towing of vehicle by Pitt-Johnstown's Public Safety Department is permited under Section 3353 of the Pennsylvania Vehicle Code.

THEFT

The University of Pittsburgh at Johnstown will not be responsible or liable for personal articles vandalized, stolen, or damaged.
